<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";">Tänään maa-
ja metsätalousministeri Sirkka-Liisa Anttilalle luovutettava suostrategia ei
ohjaa turpeenkaivuuta yksiselitteisesti jo ojitetuille ja luontoarvonsa
menettäneille soille. Linjattomuudessaan strategia jää jopa nykyisestä poliittisesta
ohjeistuksesta ja lainsäädännön tulkinnasta jälkeen. Strategiaan sisällytetty soiden
luonnontilaisuusasteikko mahdollistaa turveteollisuuden keinottelun suo suolta
entiseen malliin.</span></p>
<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";"> </span></p>
<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";">Pohjois-Pohjanmaa
on maamme soisinta aluetta ja myös suurin turpeenpolttaja. Turvepolitiikka on
ollut täällä viimeisten vuosien aikana erityisen tulehtunutta. Varsinkin valtionyhtiö
Vapo havittelee kuivatettavaksi suuria luonnontilaisia soita vastoin kansallisia
linjauksia ja kansainvälisiä velvoitteita. Esimerkkejä tällaisista soista ovat
Muhoksen Kivisuo, Pudasjärven Vastasuo, Oulun Jako-Muuraissuo ja Pyhännän Kuohuneva.

<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";"> </span></p>
<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";">Suomen
ainutlaatuinen suoluonto on hädässä. Kaikkien seurattujen soiden eliöryhmien
kannat laskevat jyrkästi. Muun muassa juuri päättyneen pesimälinnuston
viisivuotisen kartoitusprojektin – lintuatlaksen – tulosten mukaan suolinnusto
on taantunut myös Pohjois-Pohjanmaalla. Tavallistenkin suolintujen kannat ovat
romahtaneet.</span></p>
<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";"> </span></p>
<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";">Kansallisen
suostrategian tavoitteeksi ilmoitetaan suoluonnon monimuotoisuuden köyhtymisen
pysäyttäminen ja suoluonnon tilan parantaminen. <span style=""> </span>Hyvien tavoitteiden saavuttamiseen strategia luo
kuitenkin vain vähän toivoa. Turpeenkaivajien puristuksessa strategia on
laadittu kuin kahta nykyajan suurinta ympäristökysymystä - ilmastonmuutosta ja
luonnon monimuotoisuuden köyhtymistä - ei olisi olemassakaan. Kompromissihalukkuutta
tai hyvää tahtoa suoluonnon ahdingon lievittämiseksi ei Suomesta näytä valitettavasti
vieläkään löytyvän.</span></p>
<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";"> </span></p>
<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";">Turpeenkaivuulle
linjataan 58 000 hehtaaria lisäpinta-alaa vuoteen 2020 mennessä. Tätä
myöhemmällä, vuoteen 2050 ulottuvalla ajanjaksolla luotetaan hiilidioksidin
talteenottoon voimalaitoksen piipun päästä. Toiveajattelu turpeenpolton
jatkamismahdollisuudesta hidastaa siirtymää uusiutuviin polttoaineisiin. Vaikka
tekniikkaa talteenottoon olisikin olemassa, menettelyn kalleus ja
hiilidioksidin varastointipaikkojen puute tekevät siitä toteuttamiskelvottoman.

<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";"> </span></p>
<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";">Jotain hyvääkin
strategiassa on kuten soiden ennallistamistyön jatkaminen ja suojelusoiden vesitalouden
parantaminen. Resursseja työn toteuttamiseksi ei kuitenkaan luvata. Suojelua esitetään
lisättäväksi noin 100 000 hehtaaria, joka on 9 prosentin lisäys nykyiseen
soidensuojelualaan. Lisäsuojelun toteuttaminen venytetään kuitenkin peräti
vuoteen 2025 saakka.</span></p>
<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";"> </span></p>
<p class="MsoPlainText"><span style="font-family: "Calibri","sans-serif";">Kosmeettinen
ja kallis soidensuojelualueiden lisäys ei riitä turvaamaan suoluonnon
monimuotoisuutta. Kaikkien luonnontilaisten ja ennallistamiskelpoisten soiden
tuhoaminen ojituksin tulee lähtökohtaisesti kieltää. Tämä koskee myös
turveyhtiöiden nykyisiä varauksia. Siirtymäaikana uusiutuviin polttoaineisiin turpeenotto
tulee ohjata luonnontilansa täysin menettäneille soille, joita
Pohjois-Pohjanmaallakin on yllin kyllin.</span></p>
