Proposals for speeding up the last phases of doctoral studies (in English below):
Tiedekuntien pyynnöstä tutkijakoulu on pohtinut tohtorintutkinnon loppuvaiheen sujuvoittamista ja nopeuttamista. Tällä hetkellä väitöskirjatutkijalla kuluu esitarkastuksen aloittamisesta tohtorintutkinnon valmistumiseen keskimäärin 6 kk aikaa. Olemme laatineet loppuvaiheen nopeuttamisesta ehdotuksia, joihin pyydämme tutkinto-ohjelmien kannan 15.12.2023 mennessä (uniogs@oulu.fi). Kehotamme tutkinto-ohjelmien vastuuhenkilöitä keskustelemaan ehdotuksista alan tai mahdollisesti tiedekunnan tasolla.
1) Väittelyluvan muuttaminen henkilöpäätökseksi Nykytilanne: Tohtoriohjelmatoimikunta käsittelee väittelyluvat kuukausittaisissa kokouksissaan. Tohtoriohjelmatoimikunta myöntää väittelyluvan puoltavien esitarkastuslausuntojen perusteella. Tohtoriohjelmatoimikunnan puheenjohtaja nimeää vastaväittäjän ja kustoksen väittelyluvan myöntämisen jälkeen (henkilöpäätös). Muutosesitys: Tohtoriohjelmatoimikunnan puheenjohtaja myöntää väittelyluvan puoltavien esitarkastuslausuntojen perusteella samalla, kun hän nimeää vastaväittäjän ja kustoksen. Väittelylupia voidaan käsitellä jatkuvasti. Epäselvät tapaukset väittelyluvissa voidaan edelleen viedä toimikunnan käsittelyyn. Huom! Esitys vaatii koulutuksen johtosäännön muutoksen.
2) Esitarkastusajan lyhentäminen Nykytilanne: Esitarkastajille annetaan 2 kk aikaa toimittaa lausuntonsa siitä päivämäärästä laskien, jolloin ohjaaja toimittaa heille väitöskirjan materiaalin. Ohjaajaa ohjeistetaan toimittamaan väitöskirja esitarkastajille 2 viikon kuluessa siitä, kun esitarkastajat on nimetty. Muutosesitys: Lyhennetään esitarkastajille annettua tarkastusaikaa 1 kuukauden tai 1,5 kuukauden (6 viikon) mittaiseksi. Ohjeistetaan ohjaajaa lähettämään väitöskirjan materiaalit esitarkastajille 1 viikon kuluessa nimeämisestä.
3) Esitarkastajan toimiminen ainoana vastaväittäjänä Nykytilanne: Väitöskirja-asiantuntijoita tulee olla vähintään kolme, kaksi esitarkastajaa ja yksi vastaväittäjä. Jos vastaväittäjiä on kaksi, toinen heistä voi olla esitarkastaja. Esitarkastaja voidaan nimetä ainoaksi vastaväittäjäksi poikkeusluvalla (KJ 16 §), jonka perustelut liittyvät yleensä tutkimushaaran spesifiyteen sekä mahdollisesti tutkimuksen kieleen. Poikkeuslupa-anomus liitetään vastaväittäjän nimeämislomakkeeseen (eForms). Muutosesitys: Väitöskirja-asiantuntijoita tulee olla vähintään kaksi. Väitöskirjalle nimetään kaksi esitarkastajaa. Vastaväittäjäksi voidaan nimetä kolmas henkilö tai toinen esitarkastajista.
4) Onko tutkinto-ohjelmalla tai tiedekunnalla muita konkreettisia ehdotuksia väitöskirjan loppuvaiheen nopeuttamiseksi?
Tohtorikoulutuksen kehittämistoimenpiteisiin liittyen pyydämme myöhemmin tutkinto-ohjelmia ottamaan kantaa myös väitöskirjavaatimuksiin.

At the request of the Faculties, the Graduate School has considered streamlining the final stages of the doctoral degree. Currently, it takes an average of 6 months from the start of the pre-examination to the completion of the doctoral degree. We have prepared some proposals for speeding up the final phase. We kindly ask the Doctoral Degree Programme Directors to respond to the proposals by 15.12.2023 (uniogs@oulu.fi). We encourage you to discuss on the proposals within the research fields and possibly on Faculty level. 1) Changing the decision on permission to defend into a personal decision Current state: Doctoral Programme Committee handles the permissions to defend the theses at its monthly meetings. The Doctoral Programme Committee grants the permissions to defend on the basis of favourable pre-examination reports. The Chair of the Doctoral Programme Committee appoints the opponent and the custos (personal decision) after the permission to defend has been granted. Proposal: The Chair of the Doctoral Programme Committee grants the permission to defend on the basis of favourable pre-examination reports at the same time as they appoint the opponent and the custos. Permissions to defend may be processed on a continuous basis. Unclear cases in permissions to defend can be handled in the committee meeting. Note! The proposal requires an amendment to the University of Oulu Education Regulations.
2) Shortening the pre-examination time Current state: Pre-examiners are given 2 months time to send their review from the date on which the supervisor has delivered the thesis manuscript. The supervisor is instructed to submit the dissertation to the pre-examiners within 2 weeks after the pre-examiners have been appointed. Proposal: Pre-examination period is shortened to 1 month or 1.5 months (6 weeks). Supervisors are instructed to send the thesis to the pre-examiners within 1 week of appointment.
3) Nomination of pre-examiner as the only opponent Current state: At least three doctoral thesis experts, two pre-examiners and at least one opponent, must be appointed for the examination of the doctoral thesis. If two opponents are nominated, one of them may have acted as the pre-examiner. In well justified case, the pre-examiner may be nominated as the only opponent (KJ 16 §). The justification is usually related to the specificity of the study field or language of the research. Permission for exemption is attached to the Nomination of pre-examiners form (eForms). Proposal: There must be at least two doctoral thesis experts. Two pre-examiners must be appointed for the doctoral thesis. The opponent may be a third person or one of the pre-examiners.
4) Does the Doctoral Degree Programme or the Faculty have other concrete suggestions for speeding up the final phase of the doctoral degree?
We will later contact the Doctoral Degree Programmes to comment also on the doctoral thesis requirements.
