The National Doctoral Education Reform Steering Group and Development Working Group set up by the Council of Rectors (UNIFI) have issued their national recommendations for the reform of doctoral education in the summer of 2024. According to the recommendations, the doctoral thesis should consist of research work and related studies that can be completed in three years. The indicative completion time for the degree is 3–4 years. The recommendations have been taken into account when preparing this decision.

The proposal for general degree requirements for doctoral education to accelerate doctoral graduation has been discussed in the UNIOGS Management Group on 5 September 2024 and 3 December 2024, and in the Research Management Group on 11 November 2024 and 12 December 2024. The proposal has been prepared at the UNIOGS.

Recommendation for dissertation requirements.

A sufficient contribution to a doctoral degree can be demonstrated, for example, by a comprehensive dissertation that includes 2–3 scientific articles or manuscripts, or by a monograph.

 Recommendation for the credit requirements for a doctoral degree.

The number of credit points required for doctoral degrees is 20–30 ECTS.

The recommendations come into force immediately and are applied to all dissertations. Doctoral programmes define their own specifications for the degree requirements and curriculum of doctoral education based on the decision of the rector. The proposals are processed by the graduate school's institutions. Instructions are provided by UNIOGS.

Rehtorien neuvoston (UNIFI) asettama kansallisen tohtorikoulutuksen uudistamisen ohjausryhmä ja kehittämistyöryhmä ovat kesällä 2024 antaneet valtakunnalliset suosituksensa tohtorikoulutuksen uudistamiseksi. Suositusten mukaan väitöskirjatyön tulee koostua tutkimustyöstä ja siihen liittyvistä opinnoista, joiden suorittaminen on mahdollista kolmessa vuodessa. Tutkinnon ohjeellinen suoritusaika on 3–4 vuotta. Suositukset on otettu huomioon tätä päätöstä valmisteltaessa.

Ehdotus tohtorikoulutuksen yleisiksi tutkintovaatimuksiksi tohtoriksi valmistumisen nopeuttamiseksi on käsitelty tutkijakoulun johtoryhmässä 5.9.2024 ja 3.12.2024, ja tutkimuksen johtoryhmässä 11.11.2024 ja 12.12.2024. Esitys on valmisteltu Oulun yliopiston tutkijakoulussa. 

Suositus väitöskirjavaatimuksiksi. 

Tohtorin tutkintoon kuuluva riittävä kontribuutio voidaan osoittaa esimerkiksi kokoomaväitöskirjalla, johon sisältyy 2–3 tieteellistä artikkelia tai käsikirjoitusta, tai monografialla.

Suositus tohtorin tutkinnon opintopistevaatimuksiksi. 

Tohtorin tutkinnoissa vaadittava opintopistemäärä on 20–30 op.

Suositukset astuvat voimaan heti ja niitä sovelletaan kaikkiin väitöskirjoihin. Tohtoriohjelmat määrittelevät omat tarkennuksensa tohtorikoulutuksen tutkintovaatimuksiksi ja opetussuunnitelmaksi rehtorin päätöksen pohjalta.

Esitykset käsitellään tutkijakoulun toimielimissä. Ohjeet toimittaa tutkijakoulu.
