Suomen Akatemian syyskuun 2020 haku – Mitä uutta?

Suomen Akatemian syyskuun 2020 hakuilmoitukset on julkaistu Akatemian verkkosivulla. Syyskuussa avataan huippuyksikkörahoituksen ensimmäisen vaiheen haku
sekä tavallisesti syyskuussa haettavat rahoitusmuodot eli akatemiatutkijan ja tutkijatohtorin tehtävän sekä akatemiahankkeiden rahoitukset. Lisäksi avataan rahoitushaut kliinisen tutkijan tehtävään ja tutkijoiden kansainväliseen liikkuvuuteen. Syyskuun haku
aukeaa 1.9.2020, ja hakemukset voi jättää Suomen Akatemian verkkoasiointiin 30.9.2020 viimeistään klo 16.15. Huippuyksikköhaku päättyy kuitenkin vasta 28.10.2020 klo 16.15.
Hakemuksen liitteiden määrä vähenee
Tulevassa haussa liitteiden määrää on entisestään vähennetty. Varsinaista aineistonhallintasuunnitelmaa ei enää jätetä hakuvaiheessa, vaan se toimitetaan Akatemiaan vasta myönteisen
rahoituspäätöksen jälkeen kahdeksan viikon kuluessa. Hakuvaiheessa on kuitenkin lyhyesti kuvattava, miten aineistonhallinta toteutetaan hankkeessa.
Myös ansioluettelo kirjoitetaan tästedes verkkolomakkeelle. Lomakemalli noudattaa Tutkimuseettisen neuvottelukunnan (TENK) uudistunutta tutkijan ansioluettelomallia, joka on hyvin
samankaltainen kuin Akatemiassa aiemmin ollut CV-malli.
Suomenkielisiä eettisiä lupia ei enää liitetä hakemukseen. Tutkimuksen suorituspaikka (eli hakijan taustaorganisaatio) vastaa yhdessä hakijan kanssa, että luvat ovat kunnossa ennen
rahoituskauden alkamista.
Käynnissä olevan hankkeen edistymisraportti korvataan väliraportilla (vaaditaan niiltä vastuullisilta johtajilta, joilla käynnissä 31.12.2021 päättyvä akatemiahanke). Hakija kirjoittaa
verkkoasioinnissa (SARA) väliraportin, jota hän voi täydentää rahoituskautensa aikana ja käyttää hankkeen päätyttyä tieteellisen loppuraportin pohjana.
Muutoksia liikkuvuusohjeistukseen ja yhteistyön kuvaukseen
Akatemia luopuu erillisistä euromääräisistä liikkuvuuskorvauksista. Liikkuvuustukea haetaan jokaisen suorituspaikan omien käytänteiden mukaisesti.
Myös tutkijavierailuja on uudistettu niin, että tutkijavierailujen kutsut voivat koskea ulkomaille suuntautuvien vierailujen ohella myös kansallista ja sektorien välistä liikkuvuutta.
Yhteistyö voi olla myös monimuotoista, ja uutena liitemahdollisuutena onkin yhteistyösitoumus, jossa voi kuvata hankkeen digitaalista liikkuvuutta kuten datan ja aineistojen käyttöä.
COVID-19-epidemian aiheuttamat esteet on myös tunnistettu akatemiatutkijan ja tutkijatohtorin tehtävän hakijoiden kohdalla. Näissä hauissa liikkuvuusedellytyksestä voidaan poiketa,
jos epidemia on katkaissut tai estänyt liikkuvuuden. Hakijan tulee toimittamaan asiaan liittyvä todistus (esimerkiksi lentolipun tai kutsun) haun päättymisen jälkeen hakemuksen lisätietoihin.
Verkkoasioinnin (SARA) toimivuutta on parannettu
Akatemia sai viime vuonna paljon palautetta verkkoasioinnin toimivuudesta. Järjestelmän vakautta erityisesti haun viimeisinä tunteina on nyt nostettu.
Ongelmalliseksi koettu tutkimussuunnitelman kuvien ja taulukoiden leikkaantuminen hakemuksen PDF:ssä on myös saatu korjattua. Lisäksi verkkoasiointia on kehitetty siten, että syyshaussa
huippuyksikköohjelman hakijoilla on mahdollisuus myöhemmin käyttää aiehakemusta varsinaisen hakemuksen pohjana.
Hakijan ja suorituspaikan vastuu kasvaa
Syyshausta 2020 lähtien Suomen Akatemia pyytää hakijaa täydentämään hakemustaan ainoastaan kerran. Näin ollen hakijalla on suurempi vastuu siitä, että hakemus on laadittu ohjeiden
mukaisesti ja hyviä tieteellisiä käytäntöjä noudattaen. Uudistuksella pyritään nopeuttamaan hakemusten käsittelyaikaa. Hakija voi edelleen täydentää hakemustaan prosessin aikana, mutta esimerkiksi tutkimussuunnitelmaa tai julkaisuluetteloa ei voi täydentää
haun päätyttyä.
Syyshaun 2020 muutosten myötä myös suorituspaikkojen vastuu kasvaa. Sitoumuksen antaja vastaa, että hankkeessa noudatetaan tutkimuseettisen
neuvottelukunnan ohjetta hyvästä tieteellisestä käytännöstä. Lisäksi sitoumuksen antajan tulee varmistaa, että hankkeessa noudatetaan eettisiä säännöksiä, määräyksiä ja suosituksia sekä henkilötietojen käsittelyä koskevaa ja muuta voimassaolevaa
lainsäädäntöä. Sitoumuksen antajan tulee myös valvoa, että tarvittavat eettiset ja muut tutkimusluvat on saatu. Suorituspaikka sitoutuu myös siihen, että aineistonhallintasuunnitelma on toteutettavissa suorituspaikassa ja toimenpiteet noudattavat hyvää aineistonhallintatapaa.
Lisäksi suorituspaikka ylläpitää rahoitusprosenttejaan (yleiskustannus, henkilösivukulut, tehollinen työaika) verkkoasioinnissa.

Webinar on the Academy of Finland September call

The Academy of Finland has published the call texts for the upcoming September 2020 call. This September call includes a first-stage call
for Centres of Excellence as well as the funding opportunities normally applied for in September, i.e. Academy Research Fellow, Postdoctoral Researcher and Academy Project Funding. Applications are also invited for funding for a research post as Clinical Researcher
and for international researcher mobility. Applications can be submitted in the online services starting on 1 September 2020. The call closes on 30 September at 16.15 Finnish time. The Centre of Excellence call closes on 28 October 2020 at 16.15 Finnish time.
Fewer supporting documents needed in the application
Fewer appendices than before need to be submitted with applications for the September 2020 call. No data management plan need be appended to the application; it will
be submitted after the Academy funding decision (within eight weeks after the decision). However, applications still need to include a brief explanation of how data management will be arranged during the project.
CVs will submitted using an online form. The form is based on the new curriculum vitae template of the Finnish National Board on Research Integrity, very similar to the
CV template previously used by the Academy.
There is no longer any need to append ethical permits in Finnish to applications. The site of research is expected to help the applicant to ensure that the necessary
permits are in place before the funding period begins.
Instead of progress reports, researchers will need to start submitting interim reports (required only from PIs with ongoing Academy project ending by 31.12.2021). Interim
reports can be drawn up in the Academy’s online services (SARA), supplemented during the funding period and used as the basis for the final scientific report at the end of the project.
New mobility guidelines and collaboration rules
The Academy is abandoning its previous mobility allowance policy. In future, researchers’ mobility aid will depend on the rules of their background organisation. The
Academy has also changed the wording in the invitations for research visits so that they now address not only international visits but also mobility between domestic institutions and sectors. Another new feature is the opportunity to upload letters of commitment
in which applicants can describe aspects of digital mobility, such as the use of data and resources during their project.
The Academy will make allowances for the barriers created by the COVID-19 pandemic in respect of Academy Research Fellows and Postdoctoral Researchers. The mobility requirement
can be waived, if the pandemic has prevented or impeded mobility. In such cases, applicants must explain the impeded mobility in the application, and provide justifications (e.g. flight tickets, letter of invitation) to the Academy once the call has closed.
Improvements in the online services (SARA)
The Academy received a lot of the feedback related to the user-friendliness and performance of our online application system last year. They have since tried to make
the system more stable especially during the last few hours leading up to the deadline for applications.
The problems with images and tables not appearing correctly in research plans in the PDF version of the application have also been fixed.
Another improvement in the online services is that applicants to the Centres of Excellence Programme in September 2020 will be able to later use their letter of intent
as the basis for their full application.
More responsibility on applicants and background organisations
As of September 2020, the Academy will give applicants only one chance to make changes to the application. This gives applicants more responsibility for ensuring that
their application complies with the instructions and good scientific practice, and is expected to speed up the processing of applications. Applicants will still be able to keep editing their application for as long as the call remains open, but the research
plan and the list of publications, for example, cannot be revised after the deadline has passed.
The changes introduced for the September 2020 call will also put more responsibility on applicants’ sites of research. The organisations will need to ensure that their
researchers’ projects comply with the Finnish National Board on Research Integrity’s
RCR guidelines. Site of research will also be accountable for the projects’ compliance with ethical rules, regulations and recommendations as well
as the rules on the processing of personal data and other applicable laws. They will also need to ensure that their researchers have all the necessary ethical permits and other research permits in place. The site of research also commits to ensuring that the
data management plan can be implemented at the site of research, and that the measures to be taken comply with good data management practice. It is also the background organisation’s responsibility to keep their funding percentages (overheads, indirect employee
costs, effective working hours) up to date in the Academy’s online services.
