Hakukelpoisuus ja erityisrajoitukset

Tämänhetkisen tiedon mukaan kansallisella tutkimusinfrastruktuurien tiekartalla olevat tai joskus olleet infrastruktuurit tai FIRI-hauissa hiljattain myönteisen rahoituspäätöksen saaneet tutkimusinfrastruktuurit eivät ole tässä haussa hakukelpoisia, mutta esimerkiksi FIRI2022: Paikalliset tutkimusinfrastruktuurit -haussa rahoituksen saavat ovat hakukelpoisia. Tarkemmat hakurajoitteet ilmoitetaan myöhemmin julkaistavassa hakuilmoituksessa.

Hakijana on yksittäinen tutkimusorganisaatio tai niiden muodostama konsortio. Kukin tutkimusorganisaatio voi osallistua hakuun korkeintaan kolmella hakemuksella, eikä yksittäinen tutkimusorganisaatio saa osallistua konsortiomuotoiseen hakemukseen useammalla kuin yhdellä osahankkeella. Tästä johtuen Oulun yliopistolla käynnistetään ideahaku hakemusten valitsemisen pohjaksi.

Haettava rahoitus

Rahoituskausi alkaa 1.1.2026. Yksittäiselle tutkimusinfrastruktuurihankkeelle tai konsortion osahankkeelle myönnetään rahoitusta enintään 1,5 miljoonaa euroa, konsortiomuotoiselle tutkimusinfrastruktuurihankkeelle enintään kaksi miljoonaa euroa. Koko haulle on varattu yhteensä 15 miljoonaa euroa.

Aikataulu ja Oulun yliopiston sisäinen prosessi

Hakukuulutus julkaistaan Suomen Akatemian sivuilla alustavan tiedon mukaan maaliskuun alussa ja rahoittajan info pidetään 11.3. Oulun yliopiston tutkijat ilmaisevat kiinnostuksensa hakuun lähettämällä idealomakkeen 13.3. mennessä. Vain ideahaun kautta ajallaan tulleet hakemukset otetaan harkintaan. Tiedekunnissa saatetaan tehdä alustavaa priorisointia, jos hakemuksia on useita.

Tutkimusneuvosto käsittelee hakemukset kokouksessaan 18.3. ja tutkimuksen johtoryhmä 14.4. Lopullisen valinnan tekee yliopiston rehtori. Valitut hakemukset jätetään Suomen Akatemian hakujärjestelmään, kun haku on auki (huhti-toukokuussa alustavan tiedon mukaan). Ennen hakemuksen jättämistä hakijoiden tulee tarkastuttaa budjetti projektibudjetoinnissa ja saada dekaanin tai erillisyksikön johtajan suostumus hakemiseen.

Eligibility and special restrictions related to the call

According to current information, infrastructures that are on or have been on the national research infrastructure roadmap or have recently received a positive funding decision in FIRI calls are not eligible for this call. However, those that received funding in the FIRI2022: Local Research Infrastructures call are eligible to apply. Detailed eligibility restrictions will be announced in the call announcement to be published later.

The applicant is an individual research organization or a consortium. Each research organization can participate in the call with a maximum of three applications, and an individual research organization can participate in a consortium application with no more than one sub-project. Therefore, the University of Oulu will initiate an idea call to select applications which will be submitted.

Funding

The funding period starts on January 1, 2026. A maximum of 1.5 million euros will be granted for an individual research infrastructure project or a consortium sub-project, and a maximum of 2 million euros for a consortium-based research infrastructure project. A total of 15 million euros is allocated for the call.

Schedule and Internal Process of the University of Oulu

The call announcement will be published on the Research Council of Finland’s website at the beginning of March according to preliminary information, and the funder’s info will be held on March 11. Researchers at the University of Oulu express their interest in the call by submitting an idea form by March 13. Only applications submitted through the idea call on time will be considered. Preliminary prioritization may be done in the faculties if there are multiple applications.

The Research Council will review the applications in its meeting on March 18, and the Research Management Group on April 14. The final selection will be made by the university’s rector. Selected applications will be submitted to the Academy of Finland’s application system when the call is open (according to preliminary information in April-May). Before submitting the application, applicants must have their budget checked in project budgeting and obtain the dean’s or separate unit director’s consent to apply.
