Subject: Ohjeita maahan saapumisesta

Hyvä yksikön johtaja / esimies,
Rajavalvonnan kiristyneet määräykset vaikuttavat kansainvälisten työntekijöidemme maahan pääsyyn. Erityisesti EU-kansalaisten tilanne on hankala, koska he eivät voi rekisteröidä oleskeluaan etukäteen ennen saapumista. Tämän vuoksi rekrytoivan esimiehen / yksikön yhteyshenkilön tulee huolehtia, että jokaisella Suomeen saapuvalla uudella työntekijällä on rajavalvontaa varten mukanaan:
* Työsopimus (huom. hosting agreement ei tässä yhteydessä riittävä) * Oleskelulupa (jos saapuu maasta, josta edellytetään oleskelulupa) * EU-kansalaisella suositeltavaa olla myös rekisteröitymisaika varattuna Migrin palvelupisteeseen * Työnantajan perustelu maahan pääsyn välttämättömyydestähttps://tem.fi/documents/1410877/21219682/TEM_25012020_tyonantajan_perustelut_maahantulo.pdf/a02459dc-ffa0-88ee-8bf9-0d71dbe743b6/TEM_25012020_tyonantajan_perustelut_maahantulo.pdf?t=1611676324916. Vaikka tieteellinen tutkimus ei pääsääntöisesti kuulu huoltovarmuuden kannalta kriittisiin aloihin, perustelulomakkeelle kannattaa kirjata, miksi työsuoritus ei voi viivästyä (esim. yliopiston xyz tutkimuksen kannalta kriittinen työtehtävä, tutkimusprojektin tai tutkimusrahoituksen vaarantuminen jne.). Lisäksi saapuvien EU-kansalaisten osalta tehdään hakemus erityisryhmään kuulumisesta, näissä tilanteissa ota yhteyttä henkilöstöpäällikköön hakemuksen laatimiseksi.
Varmistathan myös, että maahan saapuva työntekijä saa yksiköstä riittävän tuen viranomaisohjeiden mukaisen karanteenin järjestämiseksi. Käytännön apua saatetaan tarvita esimerkiksi asunnon avainten hankkimisessa tai kaupassa asioinnissa karanteenin aikana.
Viranomaisohjeet muuttuvat aika ajoin, joten ajantasainen tieto kannattaa tarkistaa alla olevista linkeistä!

Dear unit leader/line manager/supervisor Tighter border control regulations are affecting our international workers' entry to Finland. Particularly, the situation of EU citizens is difficult because they cannot register their stay in advance before their arrival. For this reason, recruiting supervisor / contact person of the unit must ensure that each new employee arriving in Finland has the following documents for border control:

Although scientific research is not, as a general rule, work that is significant for the functioning of society or supply security, the justification form should state why the work cannot be delayed (e.g. a task is critical to xyz research, jeopardizing a research project or research funding, etc.).
In addition, for EU citizens, an application that states that the employee is a member of special group should be made. In these cases, please contact the HR Manager to prepare the application.
Please also ensure that the employee arriving in Finland receives adequate support from the unit. This includes arranging a quarantine in accordance with official guidelines. In addition, other practical assistance may be needed. For example, employee may need help in receiving the apartment keys or doing grocery (or other important) shopping during quarantine
